Regulatory Pilot Testbed

The Swedish Authority for Privacy Protection (IMY) started Regulatory Pilot Testbed together with Sahlgrenska University Hospital, Region Halland, and AI Sweden. The project focused on legal guidance on matters related to decentralized AI.

Regulatory Pilot Testbed Project

Data-driven innovation and AI development are rapidly advancing in many sectors. This brings great opportunities but also difficult legal questions. If not addressed it could hinder development and put individuals’ privacy and personal data at risk.

IMY, Region Halland, Sahlgrenska University Hospital, and AI Sweden started a pilot project to meet this type of challenge and work together in a completely new way. 

By trialing a regulatory testbed, the organizations could test their ideas in dialogue with the supervisory authority IMY and receive support in legal assessments. The working method enabled mutual learning where the organizations got a better understanding of current regulations and the supervisory authority enhanced their knowledge of how the technology works and what legal issues it brings with it.

“For Sweden to be able to lead the way for sustainable digitalization, innovation must be combined with strong privacy protection. When working to increase the knowledge of privacy and data protection issues among innovation actors, we see that there is a great demand for in-depth guidance in specific innovation processes. This means that we as a supervisory authority need to develop our working methods,” says Karin Lönnheden, Chief of Staff at IMY. 

The pilot was part of AI Sweden’s strategic initiative on Decentralized AI.

“Decentralized learning is one of the future key areas in AI development and the technology is considered to be crucial for solving, among other things, legal and security challenges in several usage areas,” says Ebba Josefson Lindqvist, Project Manager, Data Factory, at AI Sweden.

The project started in the fall of 2022 and the results were published in a report by IMY in early 2023.
