WIRNU – AI competence for Ukraine’s reconstruction
AI Sweden and the Ukrainian organization Impact Force are establishing a strategic foundation for artificial intelligence (AI) competence to support Ukraine’s resilience and future EU integration. By equipping female entrepreneurs with practical AI skills, the initiative drives a mindset shift from general curiosity to the systematic use of AI for business growth and social impact.
About this project
Women's Innovation & Resilience Network – Ukraine (WIRNU) is a project preparation funded by the Swedish Institute (SI) within the framework of cooperation for Ukraine’s reconstruction.
AI Sweden provides expertise in applied AI, responsible innovation, and ethical frameworks, while the Ukrainian organisation Impact Force focuses on social behavioral change and economic opportunities for vulnerable groups.
Together, we are creating the curriculum and laying the groundwork for a scalable, AI-focused business incubator tailored to war-affected Ukrainian women and internally displaced persons.
Challenges
For Ukrainian entrepreneurs, it is a major challenge to move from a general curiosity about AI to its professional application, especially under difficult external conditions.
The needs analysis conducted at the beginning of this project preparation shows that 56% of the 239 women surveyed are seeking specific AI skills, as they feel they lack the practical tools for business use. Furthermore, opportunities are constrained by structural factors such as unstable energy infrastructure, which requires solutions that are both flexible and robust.
Objectives and expected outcomes:
The goal is to build the framework for an AI-enhanced entrepreneurship program. Key outcomes include:
- Needs Analysis: A detailed report based on feedback from over 200 Ukrainian female entrepreneurs.
- Educational Curriculum: Modular learning components combining AI ethics, business modeling, and practical implementation.
- Capacity Building: A "train-the-trainer" program where Impact Force is equipped to lead and scale the initiative independently.
- Mentorship Network: A structured framework connecting participants with at least 20 dedicated experts.

Funding: This project preparation is funded by the Swedish Institute (SI) as part of the cooperation for Ukraine’s reconstruction. The total budget for is 200,000 SEK.
Participating Organizations: AI Sweden (Lindholmen Science Park AB), Impact Force (NGO, Ukraine).
Key Stakeholders: Ukraine’s Ministry of Digital Transformation, Diia.Business, and the Entrepreneurship and Export Promotion Office.
