The third phase of the unique innovation initiative A Shared Digital Assistant for the Public Sector will begin after the New Year.
“The interest in contributing to strengthening the public sector’s ability to use large language models is enormous. So great that we have almost reached the limit for the number of participating organizations,” says project manager Jonatan Permert.
A Shared Digital Assistant for the Public Sector is a unique national collaboration that aims to increase the public sector's ability to use AI and promote the development of a sovereign Swedish AI assistant. Already now, in the ongoing second phase, 55 municipalities, regions, and government agencies are participating under the leadership of AI Sweden. Before Phase 3, which starts after the turn of the year, the hope was for at least 70 organizations to participate. That goal has been exceeded by a significant margin.

It is fantastic to see such a strong turnout for a Swedish AI service for the public sector. The participating organizations demonstrate initiative and great courage, and it is thanks to them that an initiative of this kind can be successfully completed.

The third phase of Svea will run throughout 2026.
“After that, the goal is to have the permanent operation and continued development of Svea and the underlying technology, including the ongoing adaptation of the open language models being used, in place,” says Jonatan Permert and continues:
“But the goal is also to create change here and now, to increase the participants’ ability to realize the enormous potential of generative AI. Just like in Phase 2, a major focus will be on broad education and change management, and supporting participants in truly getting started with AI.”
En gemensam digital assistent för offentlig sektor is a unique national collaboration where over 60 municipalities, regions, and government agencies lead by AI Sweden strengthen the public sector's ability to create value with the help of artificial intelligence and language technology.
The project includes support in change management, training, hundreds of public sector employees who create necessary training data, legal investigations, training of customized language models, and the development of the "Svea" prototype, which is currently used by thousands of people in their daily work.
During 2026, the project's third phase will focus on creating the conditions for the long-term, permanent operation of an AI assistant for the public sector.
In the initiative’s ongoing stage, Airon is the technology partner and contributes with AI hardware. Airon is a Swedish supplier of computing power with a particular focus on data protection, integrity, and sustainability.
Intel was the technology partner in the first stage and contributed computing power based on the Gaudi 2 hardware. Intel's contribution was crucial for the initiative to be formed.
